Changes

Remove clipping from a3_coef.

In principle, removing the clipping should reduce noise.
In practice, it makes rico noiser but mpace_b less noisy.
It also allows twp_ice to run to completion with the gfortran compiler.

This commit is BIT_CHANGING.
