Fixing bug that caused incorrect times to be written to netcdf in cases where stats_tout (output interval) > dt_main (timestep). This is BIT_CHANGING because of that, but only for the time variable (no field differences), and only for cases where we don't output each timestep. — Gunther Huebler / githubweb
