Venv improvement (#1367)

* Unify Python environment setup with uv

Add optional shared Python/F2PY setup and automatic Dash dependency installation. Keep JAX independent, preserve ordinary system-Python use, and update compile selection behavior for CLI and Dash.

* Harden shared Python environment and F2PY runtime selection

* Bootstrap shared Python environment from entry points

* Move install alias behavior to symlink branch
