(#1072) * Converting the sfc_varnce_module.F90 parameter 'a_const' into a CLUBB tunable parameter. Results should be bit-for-bit since it will be set to 1.8 and with l_vary_convect_depth=F this is the standard value. Some discussion in ticket #994. * Completing requested changes, see PR #1072.
