Cam clubb silhs rev dir (#196)

* Making updates to clubb_intr to reduce the vertical array sizes
of many CLUBB variables that are stored in pbuf.

* Updated clubb_intr.F90 and subcol_SILHS.F90 with some modifications
for generalized gridding.

* Fixed compilation bugs in clubb_intr.F90

* More modifications for generalized gridding

* Finished generalizing CLUBB and SILHS in CAM. A CAM-CLUBB run
comparing ascending vs. descending grids on -O0 optimization
now matches bit-for-bit for CLUBB and CLUBB-SILHS runs.

* Adding a new file to run a grid generalization test in CAM.

* Making run_generalized_grid_scam_test executable.

* Updated run_generalized_grid_scam_test.bash for further testing.

I also need to note that I love scam testing. It makes me feel like
I live in Nigeria!

* Added more to the run_generalized_grid_scam_test.bash script.

* Added more to the generalized grid test.

* Adding a Jenkinsfile for the CAM-CLUBB generalized grid scam test.
