This changes the SAM budgets code to look for variables with "DFSN" in the name rather than "DIFF". This commit accompanies commit https://github.com/larson-group/sam_clubb/pull/135/commits/4eb457301f409647bfd352a14609f9e707c26aa4 in the SAM repo.
