clubb_fire_tuning_gfortran_test

A pipeline for the fire_tuning_test.  Does a checkout on the sys_admin repo from within the Jenkinsfile, as it doesn't seem that it would work otherwise.
The run step currently fails quietly (no error).  (Refer to https://github.com/larson-group/sys_admin/issues/725)
