1. Adding capability for SAM to read configurable_model_flags.in at runtime (both the CLUBB and SILHS flags). (details / githubweb)
2. Removing l_lh_importance_sampling flag from the DYCOMS_RF02 "prm" file and setting things up so that flag is always read from configurable_model_flags.in.  The flag has the same setting either way so this is just cleaner. (details / githubweb)
