1. The bin diff tests need to be run on carson because that's where we store the test config files that we use to store the results. (details / githubweb)
2. The module loading is handled by the ccs_config code, so we don't need module commands in jenkinsfiles. Also loading intel-oneapi-mkl for intel builds. (details / githubweb)
